Sharif’s Mission Kashmir fails to click.

Pakistan’s Mission Kashmir has found no response from P5. Russia and France have either directly named Pakistan or Pakistan-based terrorist organizations for the Uri attack. Old time ally, US has read the riot act, according to a media report.

Pakistan Prime Minister Nawaz Sharif latest enterprise is Mission Kashmir (MK). It is to sensitise the world opinion to the Pakistan line against India.  Going by the studied silence of P5- the five permanent members of the Security Council to Sharif’s entreaties, MK gets the tag of failed venture- the third major attempt of Pakistan to drag major world powers into the Kashmir issue. Its timing may be termed as wrong since it coincided with the Jaish-e-Muhammad (JeM) attack on Indian army base in Uri.
That Sharif’s letter to the permanent five+ has won Pakistan almost no sympathy was apparent from the statements issued by Russia and France on the Uri terror attack, that either directly named Pakistan or Pakistan-based terrorist organizations”, says a media report, adding that Pakistan’s efforts to rope in nominal ally US too failed.
A US delegation led by Secretary of State John Kerry displayed complete disinterest in Sharif’s Kashmir push. Instead Kerry read out the riot act to Pakistan, going by what his spokesperson has said: “The Prime Minister and Secretary Kerry expressed strong concern with recent violence in Kashmir — particularly the army base attack — and the need for all sides to reduce tensions”.
Pakistan has been trying capitalize on the ongoing unrest in Kashmir and has mounted an all-out campaign to internationalize the Kashmir issue.  Sharif’s foreign affairs adviser, Sartaj Aziz met with ambassadors of European Union and the P5 towards end Aug itself.   Sharif named 22 parliamentarians as envoys at large to travel to various capitals and raise the Kashmir issue. This move has invited rebuke with the Opposition parties and political analysts terming it as a free junket in order to keep ruling PML-N lawmakers in good humour.
Like always at times of self-created crisis like situations, this time also Pakistan has revived its call for a plebiscite in Kashmir.  And like in the past this time also found its call fall on deaf ears. It is true that a 1948 resolution of the Security Council provides for a Plebiscite. Equally true is the fact that Pakistan itself stood in the way of Plebiscite by refusing to comply with the first recommendation of the resolution and prerequisite for the plebiscite – the withdrawal of all Pakistani troops and citizens from Jammu and Kashmir.

Russia foreign ministry, in a statement, said, “We are also concerned about the fact that, according to New Delhi, the Army base near Uri was attacked from Pakistani territory. We believe that this criminal act will be investigated properly, and that its organisers and perpetrators will be held accountable. We confirm our continued support for the Indian government’s counter-terrorism efforts”.
French Foreign Ministry said: “After that of Pathankot earlier this year, this attack reminds us that India, like France, is a victim of terrorism. More than ever before, we remain at the side of our strategic partner, India, for fighting this scourge. As underscored by the President of the French Republic during his India visit in January this year, all countries must effectively combat terrorism emanating from their territory or from territories under their control. Nothing can justify terrorism, which must be combated everywhere with the same determination.
German foreign ministry said: “Germany stands firmly on the side of India in the fight against terrorism. Every country has the responsibility to take decisive action against terrorism, which emanates from its own territory”.
Canada’s Acting High Commissioner to India Jess Dutton said:  “The Government of Canada extends condolences to the victims and their families. We are appalled by these attacks and stand with the Government of India in the fight against terrorism.”
Afghanistan‘s ambassador to India Shaida Abdali said: “The the countries that use terrorism as instrument of foreign policy, should not only be isolated but also held accountable for taking away innocent lives”.  Noting that his country, which has been a victim of terrorism for a long time, can “share the pain”, he said it was high time that international community chalks a new course of action to “effectively and actively” deal with the countries which use terrorism as state policy.
The message is loud and clear: Raheel – Nawaz Sharif duo’s Kashmir tactics have failed to find traction with global powers.
