CHINA/CPEC
1. Pervez Khatak, the Khyber Pakhtunkhwah Chief Minister has warned the Chinese that if the Western route is not included in the CPEC project, the Chinese will have a tough time passing through his province. He asked a Chinese diplomat whether the Western route is a part of the CPEC and Chinese diplomat said no. He thereafter asked the Chinese diplomat whether they could make western route part of the project. The Chinese diplomat remained quiet. The KP Chief Minister commented that when no clarity was provided by the Chinese diplomat the Chinese will find it difficult to pass through the KP province. (Awami Awaz)
UNITED STATES /Foreign Policy
1. NATO Military Committee Chairman General Petr Pavel said Pakistan has been an all-time important ally of the NATO. PM Sharif briefed him on the Kashmir issue and about increasing troubles from India. Pavel gave a positive response saying that the UN should listen to Pakistan on the Kashmir issue. India is trying to isolate Pakistan at various levels and as far as SAARC is concerned, it seems India has been successful in its strategy. India is trying to convince the world that Pakistan is supporting terrorist groups like LeT, LeJ and JuD. PML-N leader Rana Afzal’s demand for action against the non-state elements including JuD Chief Hafiz Saeed is correct because India is blaming Hafiz Saeed in Mumbai Terror attacks. Pakistan will have to take strong action against all banned outfits to get rid of the impression that Pakistan is harbouring terror groups. 2. Pakistan has told NATO that there would no more operations in tribal areas. The government is ready to accept demand to tie a tight noose around LeT and JeM. (Ummat)
3. It is good that country’s civil and military establishment are on the same page that it is time to close jihad chapter in the country. Surely such steps will help improving Pakistan’s image globally. Once this happens Pakistan can raise its head and see eye to eye with the world. It will help Pakistan expose India’s aggression and militancy in the region. It is time Pakistan makes all the efforts that are needed to strengthen its diplomatic campaign. It should be done without any delay. Pakistan needs to frame strategies that help the country have more friends in world. (Sindh Express Edit)
INDIA – KASHMIR
1. Pakistan High Commission in Delhi Abdul Basit has said there was no surgical attack but firing at the LoC. If there was a surgical strike an immediate response would have been given. Basit rejected India’s claim of surgical strike and stated that Pakistan stand on the Kashmir dispute has not changed. (Ummat-Roznama Dunya)
2. The UN should pressurise India for giving access to the UN organisations, international Red Cross team, doctors and food supply to J&K. If international organisations will not change its attitude then the death toll will increase in J&K due to lack of food and medicines. (Ausaf Edit)
3. According to reports, a decision has been taken in the joint session of the parliament that the issue of Kulbhushan Yadav will be raised with the UN. (Khabrain)
4. Zia Shahid writes that the internal and external situation in Pakistan is going to worsen. Islamabad is under pressure and war might be waged between India and Pakistan. (Khabrain)
ARMY/SECURITY FORCES
1. Kamran Khan, a senior journalist, avers that the government has decided not to give any extension to the Army Chief’s tenure. The appointment of the new Army Chief and Chief of Joint Chiefs of Staff Committee will be done simultaneously. An announcement to this effect could be made anytime now. The government has made up its mind on the new Army Chief. General Raheel Sharif will retire on November 29 2016 unless something extremely extraordinary happens between now and his date of retirement next month. General Rashid Mahmood, the Chairman of Joint Chief of Staff Committee is completing his tenure on the same day. (Sindh Express)
2. Army Chief General Raheel Shareef visited Pakistan Rangers’ Punjab Headquarters. He reviewed operational preparedness of Punjab Rangers on Working Boundary and International border and expressed satisfaction on the level of alertness. (Daily Intekhab)
3. The CTD did a good job in for foiling terrorist plans; huge quantity of weapons were seized. But it is said that only 10% weapons have been recovered from Azizabad so far. According to analysts the alphabet “K” is very important in history of Pakistan as K stands for Kashmir, Karachi and Kabul; if anything wrong happened in any of these regions, others have to suffer. The situation in Pakistan is worsening as part of an international strategy. (Khabrain Edit)
4. Nazeer Soomro terms as disturbing the recent unearthing of huge arms cache hidden in a water tank in Karachi house. The weapons included anti-aircraft devices which can bring down planes. Police must find out why such weapons were stored, and for what purpose. The CPEC project could be a target. May be India or Afghanistan or the US is behind. These countries see their interests served more by destabilising Pakistan than by killing people in Pakistan. (Awami Awaz)
TERRORISM & EXTREMISM
1. Chairman Difa-e-Pakistan, Maulana Sami-ul-Haq, JI Secretary General Liaqat Baloch, former PM of Kashmir Sardar Attique Ahmad Khan and others have criticised PML (N) leader Rana Muhammad Afzal for his call to take action against JuD Chief Hafiz Saeed. They said the Rana-speak against JuD appeases India and the US. (Jasarat)
2. JuD Chief Hafiz Saeed welcomed the resolution passed by the joint parliamentary session against Indian atrocities in Kashmir. The claims made by agents of India and the US that Pakistan will face diplomatic isolation are baseless. India is facing isolation because of its atrocities on the Kashmiris. The issue of the arrest of Hurriyat leadership should be raised by the Pakistan government at all international forums. (Jasarat)
3. JuD Chief Hafiz Saeed reacted criticised PML (N) leader Rana Afzal’s call for action against his outfit. Under the leadership of PM Nawaz Sharif entire Pakistan is united for the Kashmir cause. Some foolish friends in the government of Nawaz Sharif are trying to undermine the unity. Hence it is the responsibility of institutions of the government to keep eyes on such people. While speaking exclusively with ‘Dunya News’, Hafiz Saeed said that Pakistan Army and PM Nawaz Sharif are on the same page for national security, national interest and against aggressive attitude of India. This unity is the power of Pakistan. Creating misunderstanding between the civilian and the military leadership is equal to weakening the nation. (Roznama Duniya)
4. JuD Karachi Chief Dr Muzammil Iqbal Hashmi said India’s claim of surgical strike has proved costly for India. Pakistan is not that weak that it could be easily damaged. No power in the world can stop freedom struggle of Kashmir. If India makes a mistake of attacking Pakistan it will suffer heavily. Those talking of ending Kashmir freedom movement will be eliminated. 5. Combing operations were conducted by Police along with intelligence officials in areas near airport and its vicinity at Nawabshah. Such operations are underway at other places too. Eleven suspects have been taken into custody during these raids; six rifles, two short guns, five pistols, 2 army uniforms and more than 3000 live bullets, gadgets like telescopes have been seized from them. 6. The joint combing operations by police and the Rangers on residences and madrasas at Shikarpur and its nearby areas have led to the arrest of 30 persons, who are now being interrogated. (Awami Awaz)

POLITICAL SCENE

1. On one hand, Imran Khan has threatened more protests on October 30 and shut down Islamabad and on the other hand, Imran has also called for Asif Ali Zardari’s removal from the PPP under what he calls minus one formula. He alleges that Zardari is waiting for his turn to rule Pakistan after Nawaz Sharif and therefore the PPP chief is trying to exploit the Panama case. The PPP is in nexus with the government from behind the curtain and that is the reason Zardari is not insisting on Nawaz Sharif’s accountability. There can’t be a friendlier opposition than one of Khursheed Shah. Imran Khan has termed Nawaz Sharif and Zardari as czars of corruption and both have devoured the nation. Some people might support Imran and some might oppose him. He has spoken against Zardari after a long time. These statements shatter the hope of the opposition coming on the same page. And send wrong signals abroad. (Ibrat Edit)
2. The Senate has agreed on a 22 point Policy Guidelines for the government on India. The government is asked to adopt a clear cut stand on the Indus Water Treaty. If India backs out of the treaty, Pakistan should bring the facts before all concerned. The territory of Pakistan should not be allowed to be used by non-state actors. A clear message should be given to the world that Pakistan is waging the biggest war against terrorism and extremism and that there is no scope for any non-state elements in this war. An international conference should be convened to discuss the Kashmir problem. Back channel communications with India should be revived. There is need for revival and expansion of measures for confidence building on both sides over Jammu and Kashmir issue. Pakistan should use break the Indian attempts to isolate it in SAARC, and Shanghai Cooperation Council and from weakening its morale. (Daily K2)
3. Opposition leader in the Senate, Chaudhury Aitzaz Ahsan, has challenged PM Nawaz Sharif to speak up on RAW agent Kulbhushan Yadav. If the PM takes up the name of Yadav, he will donate Rs 50 thousand to Pakistan Blind Welfare Association. (Ummat)
4. Sharif family has no investments in India and PTI Chairman Imran Khan is making baseless propaganda, says spokesperson of the Nawaz Sharif family. (Ummat-Roznama Dunya)
5. Chairman Senate Raza Rabbani said that Senate cannot be deprived of its rights in law making. He will go to any extent to safeguard the constitutional authority of the Upper House. The government is setting up a dangerous trend by undermining the Senate. (Daily Intekhab)
6. Journalist Hamid Mir says Imran Khan is angry with PPP because Asif Ali Zardari has stopped Aitzaz Ahsan (senior PPP leader and noted advocate) from joining Imran’s Raiwind March. He adds that Bilawal Bhutto is right when he says that Zia had tried to create political space by eliminating Zulfikar Bhutto. Bilawal raised slogans of traitor against Nawaz Sharif. Such slogans are also being raised by PML (N) against PPP. Bilawal wanted to say that in politics such slogans are raised against each other. (Awami Awaz)
POK/G-B NEWS
1. According to Chinese Deputy Chief of CPEC Mission, about 16 projects are taken up in Balochistan, 13 in Sindh, 12 in Punjab, and 8 in KPK but Gilgit-Baltistan doesn’t figure anywhere. It is proof that Gilgit-Baltistan has been ignored in the CPEC and people should stand up to protest their rights in the project given that Gilgit-Baltistan is the gateway to the entire project. 2. Gilgit-Baltistan CM Hafiz-ur-Rahman commented that people of the province are with Kashmiris. No one in Gilgit-Baltistan has ever done anything that would weaken the Kashmir cause. (Daily K2, Baad-e-Shimal)
