LeT and JeM have stepped up their militancy campaign in Kashmir valley through their charity outfits

These outfits collect donations from people in Pakistan and then pass on the money to finance terrorism in Kashmir through their overground workers,” says a NIA official said.  ‘Al Rehmat Trust’ distributes pamphlets to raise funds for sacrificing animals during Eid and after collecting the money, they finance terrorism, he elaborated.Falah-e-Insaniat Foundation (FIF), a charity run by terror outfits Jamaat-ud-Dawa (JuD) and Lashkar-e-Taiba (LeT), and Al Rehmat Trust, backed by Masood Azhar’s outfit,Jaish-e- Mohammed (JeM), have been supporting terrorists and funding terrorism in Kashmir, new evidence in public domain shows. FIF is known for its activities in Middle East and Southeast Asia but it is only now its footprint in Kashmir has come to light following the probe by National Investigation Agency (NIA).

FIF, a fast emerging as the major NGO  in Pakistan, also collects money from people and uses them to fund terrorists. JuD chief Hafiz Saeed, who has been placed under house arrest to appease the US. is known to interact with the  volunteers of FIF, which has a devoted network dedicated to fomenting terror in Kashmir.

Both outfits transfer the money to their proxies through  hawala route, and through cross border infiltrators.

Under intense global pressure and media scrutiny, Hafeez Saeed rebranded JuD as Tehreek Azadi Jammu and Kashmir (TAJK). In the new avatar, the Hafeez outfit will be focused on Kashmir.

TAJK observed February 5  observed as “Kashmir Day” in Pakistan, and staged various events in what is no more than a defiance of a ban on JuD’s activities and the house arrest of Saeed.

JuD’s transformation as TAJK raises doubts about the action against Hafiz Saeed.For two reasons. One credible action has not been taken so far against the Hafeez Saeed outfit to check its operations in J&K. Two it has freely held  “donation” camps across Lahore and other districts under banners calling for the independence of “Indian-administered Kashmir”.

JuD-run madrassas are a source of fidayeen while cash collected as charities supplement AJK funds meant to train jihadis and carry out missions in India.

Rebranding and repositioning is a norm for terrorist groups mostly based in South Punjab and enjoying the patronage of  the permanent establishment. In so far the JuD/LeT is concerned,it is  closely aligned with the ISI, the intelligence agency of the Pakistan Army.

After LeT was banned in 2002, the group and Saeed re-emerged under the banner of Jamaat-ud-Dawa. The Masood outfit, Jaish-e- Muhammed (JeM) was also banned on 2002. And within months it  resurfaced as Khuddam-ul-Islam
